土耳其外交部一名官員說，這項協議是由土耳其副外長與美國駐安卡拉大使代表雙方簽字。
美軍中央指揮部官員匿名向記者表示，土耳其將提供一處嶄新的設施，作為訓練之用。
這名官員說，美國與土耳其簽署的協議是4項相關計畫之一，華府也將與約旦、沙烏地阿拉伯、卡達達成相關協議，以便向反對武裝組織「伊斯蘭國(Islamic State)」的敘利亞反抗軍提供訓練。
根據這名美國官員，約旦也將提供一處新設施，這處設施已準備就緒，華府與安曼很快就會簽署協議；沙烏地阿拉伯可望在30至90天內完成準備；卡達方面則是需要6至9個月的時間作準備。
美國國防部18日表示，已確認約有1,200名敘利亞反抗軍將接受訓練。
美國官員指出，華府計劃對敘利亞反抗軍提供3年訓練，每年訓練約5,000人，這項計畫預定於3月間展開。對溫和派敘利亞反抗軍提供設備與訓練，目的在於打擊伊斯蘭國好戰分子。
